Early Market Engagement (EME) Event for Investing in Adolescent Girls in Rwanda (IAG-R)

Formal tendering process will commence once the Terms of Reference are finalised. Description The Department for International Development (DFID) intends to publish a new tender opportunity in the last quarter of 2018 seeking partner(s) to deliver a 5 year programme to enable adolescent girls in Rwanda to have the capabilities for a safe, healthy, educated and empowered transition to adulthood. Adolescence is almost as critical to development as infancy but remains particularly fraught for many poor, marginalised girls. Rwanda has made good progress in reducing poverty but poverty levels remain high (over 60% of the population live below the international poverty line) and with a population dominated by young people – one if four people in Rwanda in an adolescent – there are many challenges and barriers undermining adolescents’ ability to make choices, realise their potential and escape poverty. DFID is committed to empowering girls and women and ensuring that no girl or woman is left behind – as demonstrated by DFID’s Call to Action on Gender Equality. IAG-R will deliver a life skills programme to 150,000 11 year-old girls (and boys). Building on the first phase of work, this programme will have a stronger emphasis on inclusion and disability and will also include work with adolescent boys. IAG-R will have a strong focus on learning and will take a more adaptive approach to delivery. Early Market Engagement DFID intends to hold an EME event on Friday, 5th October 2018 to discuss the Programme. The programme will have three components: i) Managing a consortium of partners to deliver out-of-school life skills lessons to 200,000 11 year-old adolescent girls and boys, using a curriculum which covers basic health, nutrition and hygiene behaviours, sexual health and family planning, puberty, gender and violence, economic opportunities and savings.; ii) Providing technical assistance to the Government of Rwanda through managing a Technical Assistance (TA) facility to build expertise, support implementing partners and increase capacity to oversee and co-ordinate the programme at national and local level; and iii) Monitoring, evaluation and learning about what works for adolescent girls, including a partnership with the centrally-managed Gender and Adolescence Global Evidence (GAGE) programme, which will assess the programme’s impact over 8 years. Please note, this component also includes plans for independent reviews and evaluations outside the scope of this TOR. The main objectives of the event are to provide the market with an update on the current context in Rwanda, to share information on the design of the proposed new programme components, and to provide opportunities for suppliers to comment on the intended design or procurement approaches. We wish to seek market feedback on the feasibility of the proposed delivery options and to discuss both any challenges and opportunities the market may identify. DFID will deliver a presentation covering the various facets of the planned programme components and pose questions to attendees on the proposed outputs and delivery channels, as well as answering questions from partners. We are happy to receive questions in advance, which DFID will respond to at the event. The discussion’s headlines will also be published after the event on the Supplier Portal. We will not disclose the source of the questions and answers. EME Date and Participation Details The event is expected to take place at DFID Rwanda, Parcelle No. 1131, Boulevard de I’Umuganda, Kacyiru Sud, BP 576, Kigali on Friday, 5th of October 2018 in the form of a two hour session starting 0900 hrs. Suppliers are therefore encouraged to keep up to date with the Portal over the coming weeks/days as further information will be added here in due course.
