Technical Assistance to the Education Program for Results (EP4R), Tanzania
This is a prior information notice (PIN) only: Publication and a call for competition will be conducted once the scope of work is fully defined and approved. The UK’s Department for International Development (DFID) is supporting the Government of Tanzania’s effort to tackle poverty and help the most vulnerable. DFID is one of the major donors supporting the education sector. DFID support to the education sector through two programmes: i. Education programme for result (EP4R) which is implemented by the Government of Tanzania ii. Education Quality Improvement programmes (EQUIPT), implemented by Cambridge Education and is targeting 9 regions across the country. In 2013, the Government of Tanzania (GoT) adopted a transformational government results delivery model, known as Big Results Now! (BRN), with education as one of the priority sectors and an ambitious delivery plan was put in place to address failing schools, poor student learning outcomes and major systemic problems. The BRN was completed in 2016, but the same highly focused approach to education delivery was maintained and mainstreamed throughout the education system under the government of President Magufuli. The title BRN was replaced with Education Programming for Results (EPforR) and with the support of DFID, Sweden and the World Bank has become the flagship education programme in Tanzania. The BRN/EPforR approach has helped to strengthen the Government’s policy and plans, and facilitates improved results in the sector. The overarching objective is to improve education quality at primary and lower secondary levels. The Education Programme for Results (EPforR) is set up as a pay-for-performance scheme, and it disburses funds to the Government of Tanzania education sector conditional on the Government achieving pre-set key results that were mutually agreed at the beginning of the year (called “Disbursement Linked Indicators”, or DLI), and considered critical for improving education outcomes. Through incentives at both the national and local levels and a clearly specified Programme Operation Manual, EPforR keeps education stakeholders focused on the most important deliverables in the primary and secondary education levels. The original four-year programme had an overall level of financial support jointly provided by the 3 Development Partners (DPs) Sweden, World Bank and DFID of about US$250 million. After the mid-term review all three DPs agreed to extend the programme with additional financing, bringing the total support to US$ 438milllion. The Global Partnership for Education (GPE) is currently considering becoming a fourth international financier of the EPforR, commencing in 2019. The bulk of the budget is disbursed to Government Revenue Account: Bank of Tanzania conditional on the Government achieving the DLIs. By design, once the results are achieved, the government can use the money from these disbursements according to its own priorities as long as they are aligned with the Education Sector Plan. In addition to jointly financing the DLIs, DFID has also deployed a complementary Capacity Building and Systems Strengthening Technical Assistance support package which has supported the implementation of EPforR . DFID is the sole financier of this package, which started in 2014 as part of negotiations between DPs and GoT.
